Is e-invoicing mandatory in Singapore?

It is becoming mandatory, in stages. InvoiceNow, the national e-invoicing network run by IMDA on Peppol, has carried invoices to government agencies for years. IRAS has now added the GST InvoiceNow requirement, which obliges GST-registered businesses to transmit their invoice data to IRAS through the network. It started with newly incorporated voluntary registrants on 1 November 2025, widened to all new voluntary GST registrants on 1 April 2026, and reaches every GST-registered business by April 2031.

How e-invoicing works in Singapore

Singapore was the first country outside Europe to join Peppol, and the Infocomm Media Development Authority (IMDA) has been its Peppol Authority since 2018. The national network built on it is called InvoiceNow, and it moves structured invoices system to system, so an invoice leaves your accounting software and arrives inside your customer's, with no PDF and no re-keying.

What is new is the tax layer. The GST InvoiceNow requirement, run by the Inland Revenue Authority of Singapore (IRAS), means a GST-registered business must not only exchange invoices on the network but also transmit the invoice data to IRAS through it. The rollout is phased by how a business registered for GST and how large it is, and IRAS is notifying businesses registered before 2026 of their own start date by the middle of 2026.

Because InvoiceNow is Peppol, one connection covers all of it: invoicing government agencies, meeting the IRAS requirement when your date arrives, and trading with partners in every other Peppol country. Peppol identifiers in Singapore

On InvoiceNow, Singaporean organisations are addressed by a participant identifier built from their Unique Entity Number.

Voluntary early adoption

Newly incorporated voluntary registrants

Companies incorporated within the previous six months that register for GST voluntarily must use InvoiceNow.

All new voluntary registrants

The requirement covers every new voluntary GST registrant, whatever the date of incorporation or business structure.

April 2028

Compulsory registrants and the smallest businesses

All new compulsory GST registrants join, along with existing businesses whose total annual supplies are up to SGD 200,000.

All remaining businesses, by size

Existing businesses follow by total annual supplies: up to SGD 1 million in April 2029, up to SGD 4 million in April 2030, and above SGD 4 million in April 2031.
