Is e-invoicing mandatory in New Zealand?
For government, increasingly yes. From 1 January 2026, government agencies with high invoice volumes must be able to send and receive Peppol e-invoices, and from January 2027 large suppliers must e-invoice government buyers. Wider B2B e-invoicing is voluntary but growing, run through the Peppol network and overseen by MBIE.
Peppol is the standard network for exchanging structured electronic invoices, and New Zealand has adopted it nationally. The Ministry of Business, Innovation and Employment (MBIE) is the country's Peppol Authority, accrediting access points and supporting onboarding.
Under the fifth edition of the Government Procurement Rules, effective 1 December 2025, government agencies that send or receive more than 2,000 domestic trade invoices a year must be able to use Peppol e-invoicing from 1 January 2026, and are expected to process valid invoices within five business days. From 1 January 2027, suppliers with annual revenue above 33 million New Zealand dollars must send e-invoices to government buyers.
