Is e-invoicing mandatory in Germany?
Partly, and expanding fast. Since 1 January 2025, every domestic B2B business must be able to receive structured e-invoices. Issuing becomes mandatory for companies above EUR 800,000 turnover from 1 January 2027, and for all businesses from 1 January 2028.
Peppol (Pan-European Public Procurement On-Line) is a standard network for exchanging structured electronic invoices across Europe. In Germany it works alongside XRechnung and ZUGFeRD, the national e-invoice formats, as a recognised channel for sending and receiving EN 16931-compliant invoices.
Germany's B2B e-invoicing reform was introduced by the Growth Opportunities Act (Wachstumschancengesetz) in March 2024. From 1 January 2025, every domestic business must be able to receive a structured e-invoice. Simple PDFs and paper no longer count as structured e-invoices.
Issuing is phased by company size: from 1 January 2027, businesses with more than EUR 800,000 annual turnover must send structured e-invoices, and from 1 January 2028 the obligation extends to all domestic B2B transactions.
