Is e-invoicing mandatory in Luxembourg?
For the public sector, yes. Since 18 March 2023, all economic operators, regardless of size, must send structured e-invoices over Peppol when invoicing Luxembourg public-sector bodies. B2B e-invoicing is currently voluntary, but Peppol is already the established channel.
Peppol (Pan-European Public Procurement On-Line) is the standard network for exchanging structured electronic invoices across Europe. Luxembourg built its public-sector e-invoicing entirely on Peppol, so invoices to government bodies are sent through approved Peppol access points.
Luxembourg's B2G mandate was phased in by company size under the law of 13 December 2021: large businesses from 18 May 2022, medium-sized businesses from 18 October 2022, and small and newly established businesses from 18 March 2023. Since then, every economic operator must send compliant e-invoices when supplying the public sector.
E-invoices to the public sector must comply with the EN 16931 European standard and are exchanged as Peppol BIS Billing 3.0.
