Is e-invoicing mandatory in Spain?
For the public sector, yes — since 2015 via the FACe platform. For B2B, a mandate is coming under the Crea y Crece law: after the enabling Royal Decree was approved in 2026, it phases in from October 2027 for large companies and from October 2028 for everyone else.
Peppol (Pan-European Public Procurement On-Line) is the standard electronic invoicing network used across Europe. Spain has required e-invoicing to the public sector since 2015, when suppliers to government bodies had to start submitting invoices through the FACe platform in the national Facturae format.
Spain is now extending e-invoicing to the private sector. The Crea y Crece law (Ley 18/2022) establishes a mandatory B2B e-invoicing system, and the enabling Royal Decree was approved in 2026. Structured invoices compliant with EN 16931 must reach the tax authority (AEAT), and invoice recipients must report the invoice status within a few days.
Separately, the VeriFactu rules require certified, tamper-evident invoicing software from 2026. These are distinct obligations, but both point the same way: structured, verifiable e-invoicing.
