Is e-invoicing mandatory in Sweden?
For the public sector, yes. Since 1 April 2019, all suppliers to Swedish public-sector bodies must send e-invoices under Law 2018:1277, and Peppol BIS Billing 3 is the standard. B2B e-invoicing is voluntary for now, with a government inquiry into a domestic mandate due to report in November 2027.
Peppol (Pan-European Public Procurement On-Line) is the standard network for exchanging structured electronic invoices across Europe. Sweden was among the earliest Peppol adopters, and the Agency for Digital Government (DIGG) serves as the Swedish Peppol Authority.
Under Law 2018:1277, all suppliers to the Swedish public sector must invoice electronically since 1 April 2019, and every public body must be registered to receive invoices through Peppol. The recommended format is Peppol BIS Billing 3, which complies with the European standard EN 16931 and has replaced the older national Svefaktura format.
For B2B, e-invoicing is voluntary but widely used. In February 2026 the Swedish government appointed an inquiry to prepare for the EU's VAT in the Digital Age (ViDA) reform and assess a domestic B2B mandate, with its report due in November 2027.
